Discount Factor on F4311

Where does the Discount Factor (DSPR) on the F4311 come from?  I don't see any rules but some records have .0000 and others have 1.0000.  Does this affect anything if I can't find any rules?

Any insight would be appreciated.

We are on Applications and Tools 9.1
