Certain users unable to download certain files - download never completes

I'm trying to figure out why some of my engineers are having difficulty downloading certain files (using Agile 9.3.3 web client).  What happens for them is that the download function starts through their web browser, but then partway through the download just stops.

The web browser used does not seem to matter.  If the file will not download for a user, it just won't download for them, even when tried days or even months later.

Personally, I have only been able to duplicate the issue on one of the handful of trouble files.  So far, all the other files I have no issue downloading, whether logged in as an administrator or logged in with similar roles as the users reporting the issue.  I had issues downloading the one file only with both user accounts.
