Does Siebel IP 2016 is free for customers who are currently on 8.1.1.X?

Hello,

We are planning to update our existing Siebel 8.1.1.11 to IP 2016 (16.0 version). Can someone please help us know if IP 2016 is free for customers on 8.1.1.x or there is some additional licensing cost associated with it.
