autoinvoice failing with projects batch source but woks if process single invoice

We are experiencing an issue where autoinvoice fails if we submit it for the batch source Projects Invoices but if we submit the invoices through autoinvoice on an invoice transaction number one at a time they are processed.

The issue is that the batch source fails to call the tax engine when processed as a batch and we get the following errors

Errors:   1) Failed in CALCULATE_TAX procedure

            2) Failed in creating tax line

Has anyone experienced this issue on Oracle 12.1.3 af is what was the resolution
