Hold is not getting applied on the Order Line using OE_ORDER_PUB api IN R12.1.3

Hi all,

Here is the script that i'm using to apply hold on the Order line. The point here is that following Code i am calling in a Order Workflow while booking the SO#. And i'm booking the SO# using the responsibility which has mutli org access (Meaning Multi org enabled)... Your help in this regard is appriciated...

But when i'm calling the same script through the responsibility which is Org Specific then it is working fine...
