VPD Column masking Licensed?

Hi Gurus, I thought VPD column masking comes with enterprise edition ,isn't that correct?

Below is the link which also confirm that but my Manager spoke with the Oracle license expert and he is of the opinion that its part of Oracle label security.

I'm confused can somebody please clarify.
