Can SYSMAN password have dollar ($) character in 12c?

Will you consider  "_", "$" and "#"  are special characters in Oracle 9i, 10g, 11g, 12c database?

If not why SYSMAN password can not have "$" in the middle of the password.

I have seen in Oracle 10gR2 reviewing installation guidelines saying "Passwords must be from the database character set and can include the underscore (_), dollar ($), and pound sign (#) characters."

Is this true for 11g and 12c? I have issue when I applied Jan 2016 PSU in OEM 12c, but I followed Doc ID 1987330.1 and fixed the issue. Before I patch it, I run opatchauto analyze, everything looks perfect. No warning no errors. But when I applied the patch, it failed due to the dollar sign in the middle of password of sysman.
