Prevent marking burden items Billable. ...Transaction Source of Burden (BTC) items

Hi, We would like to prevent Burden expenditure items (System Linkage=BTC) from being marked as Billable via form: Expenditure Items, Tools : Billable.  I know that Transaction Source has an attribute for controlling whether items of specific sources can be marked billable but the items with System Linkage BTC created by "PRC: Create and Distribute Burden Transactions" have null transaction source.  Is there a way to configure the system such that the burden items get a transaction source which can be set to non-billable or some other means of preventing them from being marked as Billable? Patchset=R12.PA.B.3
