Sleep Seconds adjustment

Tryed to adjust Sleep Seconds value in the upgrade test R12  to match the legacy production by changing system admin-> Concurrent-> Manager-> Define-> Standard Manager-> Work Shifts-> Sleep Seconds (updated this value). Then the concurrent manager was bounced but when rerun the process the sleep time seems did not change (still was using extra 30 sec per process instead of 3 sec it was adjusted to). Was I supposed to do smth else to update this value.

Note: I verified, my job was run by Standard Manager.
