Ship Confirm Ship Method is not default from order/order line shipmethod

Hi

We are in 12.1.3. We don't have any ship confirm rule (we don't want). We put default ship method in order type shipping default ship method. Same default ship method is defaulted in booked sales order. while do ship confirm this sales order, that order/order line default ship method is not showing in delivery and also in ship confirm form

What could be the issue for not defaulting the order/line ship method in shipping transaction form?

Anyone could help on this would be appreciated.
