How to Install Siebel 8.1.1.9 using OUI against 8.1.1.7 (not installed with OUI)

We are attempting to build a test server to mirror our production environment that was set up by a partner some time ago.

We are able to patch from 8.1.1.0 to 8.1.1.7 on our Win2008 R2 servers and neither of these versions require OUI. In fact it is not possible to patch from 8.1.1.0 to 8.1.1.7 using OUI as this is not readily available from Oracle. 

When we attempt to patch to 8.1.1.9, this version requires the use of OUI however OUI doesn't recognise the installed versions.  We have tried setting an ORACLE_HOME variable at the SBA install path but this does not make a difference.
