Tender Fee in Oracle Sourcing

Hi,

Government companies follow the process of collecting tender fee before publishing a public tender to supplier. This to to filter few suppliers from participating in the tender.

The tender fee is different from EMD. Is there a functionality in ORACLE SOURCING (12.2.4)to address the above tender fee process.
