How to enable Siebel Composer

Hi ,

We have newly installed IP 15 instance (8.1.1.15) with patch set 9 installed on it.  As per the bookshelf,  Siebel Composer by default enabled in this version.

Is there any steps needed to perform to enable Siebel Composer?
