Need clarification if patch 22384200:R12.AP.B is for Federal Customers only

Need clarification if patch 22384200:R12.AP.B is for Federal Customers only.  Note 1397581.2 (Feb 2016 RPCs for AP) describes this patch as "R12.1: Payables Recommended Patch Collection (Core AP- Federal Customers), February 2016" but nowhere else does it say only for Federal Customers.  Can someone please confirm?
