Removing affected items from a cancelled change order

Hi Team,

A change has been cancelled without removing the affected items. Can anyone pls. let me know how can I remove the affected items from the change that is cancelled ? The remove button is disabled. Though the cancelled work flow status: Manual Valid Next status has values "CCB;Pending;Submitted", I am unable to move the change to any of these states.
