Pull Down Values - Upload More than One Set of Values

We have a requirement to keep our drop down values consistent across our Oracle suite and we would like to be able to Import Pull Down Values for all of our pull-down values.  Is this possible, or does this need to be done one at a time?

Also, is it possible to use a Web Service to update the values in the Pull Down list?
