Planner library load failed for CALLBSFN.dll

OS- MS 2012 R2 standard

App: 9.2

Tools : 9.2.0.3

Visual Studio : 2010 (with 2010/2013 redistributable installed)

Hi,

We are trying to set up one new 9.2 infrastructure. While installing planner ESU JN10524 and logging into planner after installation receiving the errors as :

	COB - Library load failed F:\JDEdwards\E920\PLANNER\bin32\CALLBSFN.dll  Error = 126

3252/4344 WRK:Starting jdeCallObject	Wed Apr 27 19:52:45.201000	JDEOBJ.c2350
	COB0000011 - Library load failed F:\JDEdwards\E920\PLANNER\bin32\COBLIB.dll function _CreateProjectHandle@12 Error = 0

Initially 2013 redist was not there, but even installing 2013 redist the issue is not solved.

Please Advise.
