Problem deleting secondary stock location.

When trying to delete secondary stock locations, we are getting open order exists errors. It looks like it may be related to

voucher matching. We have tax records in F43121 that have open quantities and amounts. I'm new to JDE, can someone step me through

how voucher matching works for tax records.
