How can I link an excel spreadsheet to Oracle data stored in the data warehouse?

We currently do not have our budget information in Oracle by position. I have this data in an excel spreadsheet and would like to combine it with the position data in one of our OBIEE subject areas within BI Publisher.

I have not been sucessful in getting the 2 datasets to link. Both datasets are using position number as the common link and I have verified that the formats are the same.

We are on version 11.1.1.6.9

Am I missing a tool or process that I need to make the link work?
