Visa VCF 4 Transaction Loader and Validation Program completes in error

We are trying to import our corporate credit card transactions via the 'Visa VCF 4 Transaction Loader and Validation Program' and it is completing in error. Upon review of the log file it states the following;

An unexpected error occurred during the credit card transaction upload. No transactions were uploaded.

<html>Unable to perform transaction on the record.<br>Cause: The record contains stale data. The record has been modified by another user.<br>Action: Cancel the transaction and re-query the record to get the new data.</html>

oracle.apps.fnd.framework.OAException: Application: FND, Message Name: FND_RECORD_CHANGED_ERROR.
