What is the impact of having a Quantity populated in a non-item Line of a Configurator P rule?

We are seeing that if we copy/paste the Configurator P rules from a spreadsheet the Quantity field on the "IF" Statement shows up as 1 but if we manually enter the rule the quantity field defaults to 0.  We are trying to understand why that would be and whether having that field set to a 1 versus a 0 has any impact on functionality.
