Can I use startCD51 with R12.2.4

Dear Oracle Gurus,

I have a query on EBS upgrade,  I am planning to upgrade my EBS R12.1 to R12.2.4. I would like to upgrade my WebTier(FMW) to 11.1.1.9 and would like to keep my old database with version 11.2.0.4.
what startCD should I use for this startCD51(Skip the DB upgrade portion) or startCD50( upgrade webtier manually).
