Oracle Upgrade 11.2.0.2 to 11.2.0.4 causing performance issues

We carried an upgrade from 11.2.0.2 to 11.2.0.4 (using the outplace method with a new oracle home) and since we upgraded we are facing drastic performance degradation in overall performance.

We are currently have a very bad performance during a period which I am analysing at the moment (as per attached AWR Report) and from our initial investigation it looks like we have the following highlighted issues/waitevents:

- Cursror Pin S

-Concurrency

-DB CPU Wait time

-Library Cache Mute X

-Library Cache Lock

Our system is an enterprise DWH and as our main ETL Tool we use OWB to generate our mappings as well as in house PLSQL Code.
