XDO_METADATA translation issue on server versus local PC

EBS R12.1.3

MS Excel 2010

Oracle BIPUB Desktop 11.1.1.7 Build 11.117.0.79

Server BIPUB 5.6.3

I'm developing an Excel BIPUB template and have encountered a rather strange issue. It appears that when I define an XDO_GROUP in the XDO_MATADATA sheet, the report will output correctly on my local machine, but when I move it to the server and run it via a Concurrent Request, the report is empty.

To solidify the suspicion that there is a translation issue in the XDO_METADATA, I created 2-sheets in the workbook. Mind you, non XDO_GROUP entries in the XDO_METADATA sheet appear to be working OK, it's only XDO_GROUPS.
