Manual source system balance update not working as desired

We have a requirement to have the functional balance to be manually loaded by users but the translated balance to be auto-loaded via FDMEE load. When we would turn the manual  balance upload on for GL balance, we do not want users to be able to change the translated balance loaded via FDMEE. This worked perfectly fine in v11.1.2.2. We are observing in 11.1.2.4 that the manual update lets a user load functional balance as well as it lets user change the auto-loaded balance. This poses a controls issue for us.
