Job Cost Forecasting

Is it possible to run a Job Cost forecast on a job with no ACTUAL START DATE? For example, I have a job that is projected to start later in the year and last 3 months. The cost schedule shows the planned start date and the planned completion date. The job has an original budget. I'd like to run a forecast that spreads the budget across the 3 months the project is planned to last.

I have successfully run cost forecasts for projects that have an actual start date, but having difficulty with the scenario above.

Any assistance appreciated!
