How to restrict wrong combination of OU and BSV in shared service model (MOAC)

Organization structure

Ledger1 > OU1> L1> BSV1

Ledger1 > OU2> L2> BSV2

WE have shared service where user given access of both OU using single responsibility (MOAC feature).

Issue:

While booking AP invoice user has selected OU1 and entered BSV2 in distribution line which is not correct. As BSV2 is belong to OU2 not OU1

We cannot use security rule as we have shared service.

Please let me know how to restrict such kind of wrong combination (OU1 with BSV2)
