Smartview "unpacking" "JBIPSProviderInstaller.svext failed" "JBIPSProviderInstaller is denied"

We're on 11.1.2.2.500 HFM, HP, FDM and Smartview 11.1.2.5.520 (Build 076).

PC's are running Win 7 64 bit with Office 2013 32 bit.

Smartview installs on a user's PC without error.  However, when they open MS Excel 2013, a window launches that suggests Smartview is copying 61MB of data using JBIPSProvider and won't go away.  Cancelling the window brings up two additional windows indicating that the JBIPSProviderInstaller is unpacking something and failed, and that it has been denied. Cancelling out of that allows Excel to open ok. Smartview also seems to work okay.  So, this seems to be a nuisance issue, but, not something users should be, or need to see, every time they open Excel.
