trying to download RDA - tales from the crypt

So, I get an alert that one of my databases got “ORA-00445: background process "J000" did not start after 120 seconds”.  Searching that full text on MOS takes me to note 1379200.1

Note 1379200.1 tells me to run some reports from RDA and gives a link to note 250262.1.

Note 250262.1 says “The first step in order to utilize is the HCVE framework is to download the latest version of Remote Diagnostic Agent from Knowledge Article 314422.1.”

So I click on the link, which takes me to a list of links to choose, based on the target OS.  I choose Linux x8x-64.  Download the zip file, scp it to my target server, and try to unzip it.  Says there is an error and cannot unzip it.
