BIP Desktop Toolbars Don't Install

I have tried the version from the local BIP home page as well as 11.1.1.6, x.7, and x.9 from the technetwork middleware page. Installations are successful--no error messages. Then, in neither Word nor Excel do Template builder tools appear. We have run setup.exe from the C:/Program Files (x86)/Oracle/BI Publisher/BI Publisher Desktop/DotNetInstallFiles location. No results.


Using MS Office Configuration Analyzer Tool I see that some registry keys remain after uninstall. These are:

Word Scan\Registered add-ins\HKEY_LOCAL_MACHINE\Software\Microsoft\Office\Word\Addins\TBMenus2007.Connect

Word Scan\Registered add-ins\HKEY_LOCAL_MACHINE\Software\Wow6432Node\Microsoft\Office\Word\Addins\TBMenus2007.Connec
