Is a JDE 9.2 Development client install supported on Windows 20012 R2 with Remote Desktop?

I am attempting such an installation (Applications Release 9.2, Tools Release 9.2.0.1).  The client install put the JDE.INI in %SYSTEMROOT% (d:\WINDOWS) (as I expected).  However, when a remote user connects via RDP and launches Solution Explorer from their remote session, the JDE.INI is not copying to %USERPROFILE% (e.g. \Users\JDE\Windows).  Even if I manually copy a JDE.INI file to the user's home (e.g. \Users\JDE\Windows), it is not being read.  All remote users seem to be reading the same JDE.INI in d:\WINDOWS, not their "unique" JDE.INI that should be in the user's home (d:\users\<username>\Windows).
