Demantra History Load not activating item as expected.

Every day we run EBS FULL DOWNLOAD to get history from Order Management System. Our understanding is it should look at item and if it's prediction status 99 and do_fore 0 and receives history, it should flip those statuses to activate item so that it can be forecasted.

Dying Time is set to = 27 weeks. We run Demantra once a week to forecast to ASCP.

Can somebody review and advise if our based product expectation is way out of product functionality? My understanding is it's out of box feature.
