Where can I download the RCU from?

I’m preparing a new installation.  I’ve installed Oracle 12c and weblogic 12.2.1.  Next, I’m going to install mapviewer.  In paragraph 1.4.1.2 (document E60152-01), it says I need to run the RCU.  The document says the RCU will be found at $Oracle_Home/oracle_common/bin.  It is not located there or anywhere else on my server.  Where can I download the RCU?
