Y-axis scaling with line chart values less than 4.0

I've created a line chart using BI Publisher where my values range from .06 - .12. If I export the report to HTML, the Y-axis scales according to the data and plots a nice visual line. However, when I export to PDF, the Y-axis seems to scale with a minimum value of 4.0 which ends up making the line of values appear almost straight.

I've attached screenshots of both the HTML and PDF output so you can see the difference.

Anyone know why the PDF output would scale differently than the HTML output?
