SSH and SCP and user acounts Lock after Installation OF RAC

we do have 2 user id's GRID and Oracle for grid infrastructure and DB home installations respectively. Our question is do we still need to have SSH and SCP enabled even after installation for day to day activities? Also, we have a policy to lock the account if there are 10 attempts made , So can we still keep this policy and lock GRID and Oracle user ID's if 10 failed attempts are made? Will cluster-ware will be using either GRID or ORACLE user ID's to maintain or operate day to day activities on cluster. I mean how the heartbeat
