weblogic server recommended patch: 10.3.6.03.13 --> ??

I've discovered that there's a "10.3.6.0.160419" but do I need it?


Right now (Linux) I'm at (from adminserver log):

Why is this 10.3.6.0.160419 numbered so strangely and do I need it at all?

Isn't there a "10.3.6.0.14" or other similarly-numbered patch?
