Configuration Error: Web Server on type IIS has already been configured on EPM Oracle instance

I am doing a modular installation of different 11.1.2.4 Hyperion products on a distributed environment. I was able to install Foundation, Essbase, EAS, and Planning.  However, when I tried to configure Calc Manager (installed with no errors), I get an error “Web Server on type IIS has already been configured on EPM Oracle instance \Oracle\Middleware\user_projects\PLANNING and cannot be configured on another EPM Oracle instance!” I stopped IIS and still get the error during configuration.

Is there a way to address the issue?
