Open UI and IE - Meta Tag Ignored b/c Script Inserted From...Where?

Greetings!

We have an issue that seems to be reversed from a couple of common issues I've seen in many documents and threads when searching for help on this.  Most I've read concerns either Open UI and older versions of Internet Explorer (IE), or HI and newer versions of IE.  Ours is a bit different.

A little background:

- We are currently working on transitioning to Open UI.  We will be running HI & Open UI concurrently for a while for testing and 'ease of change over' purposes.

- Due to other non-Siebel legacy applications, the "powers that be" have our employee's IE browsers set to "Display intranet sites in Compatibility View" by default.  This will not change any time soon.
