How do I turn off the creation of the bill of lading?

We want to turn off the creation of the bill of lading for one organization.  I have removed it from the ship confirm document set and set an end date to the sequence assignment for the document.  When the Confirm Delivery form opens during ship confirm the Create Bill of Lading check box is checked.  If I leave it checked the trip stop interface completes successfully and the documents in the ship confirm document set do print.  However I get a warning message that the bill of lading could not be created and the warning message 'Failed to submit document
