EAM: Actual work completion date preference profile

Hello,

This profile 'EAM: Actual work completion date preference' is set to SYSDATE and it works for fine on Work Order completion dates.

It is also working for work order operation completion date BUT if the operation schedule dates are in the past it is not defaulting the dates to current dates. it works fine if the operation dates are in future dates. is that a bug or intended behavior?
