Why can't we promote mass update script in Test environment

Hi Folks,

I have raised an SR 3-12622464201 ,  they have given multiple scripts.

1. Script one to update one transaction related records, if it is sucessful, we can apply mass update script?  and there is no backup tables in given script.

When we request them to make changes like add backup prior to update

we are receiving following update

"We do not recommend this way of running script but this you are insisting, I'm providing you with the backup script for the tables"

I want to understand the logic behind , why Oracle is not recommending to take backup and do mass update in Test environment?
