Problem with adop fs_clone due to a custom application which I re-spliced like the others

I am working on an E-Business 11.5.10.2 upgrade to 12.2.5. This is the fist pass and I had a custom application that was longer than 8 characters (will not have it next time). When I attempt to run adop fs_clone it first showed an issue with the custom application so I spliced it again. Now when running adop fs_clone it just states it has an error with a custom application.

The old custom application is still showing in the FND_APPLICATION table and has a product code to match. The new custom application is also in the FND_APPLICATION table, but has no product_code. Not sure if this is the issue or not, but I could use some assistance. I am willing to do deletes or updates as needed too.
