Is it possible to install the Forms/Reports Developer Tools 12c without RCU

We are upgrading our Oracle Forms and Reports from 11gR2 to 12c. Some of our developers will follow the upgrade path while others will be installing 12c from scratch on new desktops. I understand that the RCU is needed for the Oracle Forms/Reports servers 12c, but is it possible to install the developer tools (stand-alone) without having to install the repository. Developers do not have access to the SYS accounts in our database; thus, cannot run the RCU to create the schemas. And having schemas for each developer in an Oracle database instance would be a nightmare to maintain. So
