Difference between Tax Payer ID field vs. Tax Registration Num

While defining a customer, I see both Tax Payer ID as well as Tax Registration Num. What is the difference?

My understanding Tax Payer ID is for the US Customers.

And Tax Registration Number is for Non-US Countries' customers.

Also Taxpayer ID is available in Customer Search where as Tax Registration Number is not.

Please confirm.
