Error and abnormal graphics on OEM after Time Zone update

On march of 2016 daylight saving time is canceled in my country. For that reason i updated time zone of OS (Oracle Linux) , but i forgot update timezone of Java (next day afdet daylight changes affected i updated timezone of Java) . OS time zone changes affected immediately but Java Time Zone not affected.

It requires restart of database. How can i update time zone Java without oracle database restart.

Now i have problem with Enterprise manager like "Java.lang.Exception:Connection refused"

I stopped and started OEM but it not take effect some DBA's says restart of Database and it will be ok, but i want to solve this problem without restart.
