Upgrade ODA from 2.9 to 12.1.2 - can GI be rolling?

Hi,

We are upgrading ODA ( VM / Rac One Node)  from 2.9 to 12.1.2. I've done the Infra and GI upgrade on our dev platform, taking about 3 hours. When I ran the GI upgrade, both nodes were upgraded, with the 2nd node completing first in about 35 minutes. My question is could I have done the oakcli upgrade command with the -local parameter and just done one node at a time? So we would upgrade the active node, bring databases up after reboot, then upgrade the 2nd node.

I've seen conflicting notes about where the GI upgrade is rolling, an am hoping it can be done here.
