Brand new installation of Oracle Reports/Forms

HI All,

I have been around and around in Oracle Support looking to install Oracle Reports and Oracle Forms developer.  I cannot seem to find the correct download to download these for a brand new installation, meaning these are not on my laptop and cannot be patched or upgraded since they don't exist.   I have opened an SR with support on this, but it has been open for almost 2 months now with no solution, and I really need to have these tools in order to do my job.

Here are the patches that I have investigated and tried to install:
