SQL performans problems after upgrading to Oracle 12 c

On Mart of this year we upgraded our database from Oracle 11 g single instance to the Oracle 12 c RAC (two node) database.

After upgrade every time when we shutdown and open database begins SQL performance problems. some queries some times works perfect, but some times hangs.

Can anybody help me with this issue ?
