SYSTEM.MV$$_13DE0000 materialized view is invalid

I'm getting this as invalid

SYSTEM.MV$$_13DE0000 materialized view is invalid when running utlrp.sql - I have upgraded  CPU patch for April 26 but it was also invalid before patching. Anyone know where I can look for this issue?

There were no results in Knowledge base.
