Payee Control (Global Use)?

We are in the middle of a Global JDE Implementation between Canada and Australia.

In Canada they dont use this (Inactive) but in Australia we do use it (Active)

Since A/P Payee Control is an AP Constant , if we do active this option. it will globally impact the set up?

Canada will have to use it as well?

They (Canada)  dont want to use this option. How can we solve this?
